Last week, HB2999 was signed into law which created a new tool for builders and developers to access tax-exempt financing to build infrastructure needed to serve new housing. These State Affordability Infrastructure Districts (“SAIDs”) will potentially unlock billions of dollars of financing and increase housing production at a time when Arizona needs it most.
